Can I pursue my higher studies in New Zealand or Australia with 5.5 band in IELTS?

I have completed my class 12th. I scored 4.5 band in one of the modules of IELTS.

You can go to Australia after applying under ELICOS because to study in Australia after 12th you need 5.5 bands with not less than 5 in each module. You can but you shall spend some extra bucks,which is more than the fees of IELTS exam, but if they accept,then go for it.
