Can I pursue my higher studies in New Zealand or Canada after completing Diploma in electrical and electronics with 65 percent marks?

You can do so. You need to check as to at what level they will take you. You can enrol for a degree level course and some universities may allow you to graduate in 2 years or else, you can check as to which is the next higher level of diploma, you can do in NZ. As far as Australia goes, you need to do a degree to be eligible for a post study work visa. Check out NZ as I think, you may be able to do a 1 or 2 year level 7 diploma and still get a PSW and PR.
