Can I pursue my Masters in Canada?
I scored 2.3 GPA on the scale of 4. I scored 6 band in IELTS.

You can not study in Canada with 2.3 GPA because even the low ranking universities, institutions in Canada require a minimum of 2.7-3 GPA and 7.0 IELTS scores for admission.
