Can I pursue PG Diploma or MBA from a European, Australian or Canadian University as I have scored 61% in B.Tech in civil engineering?

Yes, you are eligible. But, for studying in any of these countries, you need to fulfill English proficiency criteria of the specific college.
As per estimate, if you take IELTS test, you need to get above 6.5 band overall, and then only you can apply for desired country.
