Can I pursue Ph.D in chemistry after completing M.Sc in chemistry through distance?

Though, you may still be able to do lab work only during your final year distance M.Sc. However a masters by distance Science subject is not at all pleasing in the eyes of PhD admission committed. If the PhD topic is completely new, then you have to really sit for a Master's degree.

Does CSIR NET and jrf allow to appear in exam?

If you gave done M.Sc chemistry from a recognized university, then you are eligible to pursue Ph.D.
