Can I pursue Ph.D in commerce while doing MBA in finance through distance from Anna Malai University?
I completed my graduation from SOL, DU and scored 60 percent marks.

No, you can not go for a distance PhD. As per UGC, one can pursue only PhD in regular mode either full time or part time. You can go for part time PhD from any university.
