Can I pursue Phd after completing PGDM?

PG Diploma is equivalent to PG, after that i am not sure you can go for PHD but you can go for courses equivalent to PHD. Yes if you have done PGDM which is AICTE approved then you can go for govt. jobs, but stills depends from case to case.

No you will not be eligible to pursue Phd after completing PGDM, please note that the eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
