Can I pursue PhD in skill development after doing PG in computer science?

I want to register for PhD in skill development, but my post-graduation is in computer science and my industry experience has been in IT and career counselling.

I do not visualise your computer stream and experience in similar field causing any hindrance to you. In fact skill sets needs to be developed in your area of expertise also.
