All people who wish to become pilots are expected to have a certain degree of English ability.
The DGCA has chosen a few captains and authorities who test each pilot's English language proficiency (ELP). They also assign them an ELP level based on their performance, which is valid for the term specified by the DGCA.
ELP level 4 is necessary for PPL issuance, and you must meet with an Examiner to complete it.

Certain of level of English proficiency is expected and compulsorily required for all those who aspire to be pilots.
DGCA has designated some authorities and captains who take English language proficiency (ELP) check of all the pilots. And depending on their performance they issue them a level of ELP which remains valid for certain duration as decided by DGCA.
For issue of PPL ELP level 4 is required for which you have to meet some Examiner and get it done.
