Can I pursue the second year of B.Com without doing the 1st year? What are the alternatives for a person with BPO background?

There is no such option unless you have cleared first year degree of Bachelor of commerce from Mumbai University or any other UGC recognized university. A degree is of minimum 3 years anywhere in India across any recognized university. So you do not have such option.
