Can I pursue two degree courses simultaneously?
I want to pursue one degree course in regular mode and other through distance from IGNOU.

Yes, but unfortunately, you won't be able to complete both as full-time degree courses. The pressure on you will be more, too. The value of correspondence courses is lesser in comparison to the full-time course. It's better to pursue one after the other is complete. Thank you.

You can do this. Just make sure that you do them through different modes ie. One from regular education and the other one from distance mode. The best universities offering distance education are:
