A double degree program or dual degrees is a provision for a student to work in two different universities at the same time so that the student can complete the two degrees in less time as they would have taken if he had studied for different institutes individually.
This might not be confused with the other provision of dual-degree where the student studies the two courses as an amalgam, like mechatronics, that is mechanical engineering with Electrical engineering, where the course duration is less than the individual degree completed in more time.

I assume that you are trying to graduate in two branches at the same time which is not possible at all.
The most you can do is, you can go for a dual degree course which is offered by some of the colleges in India like BITS-Pilani, Thapar University and various other colleges where you can reduce some amount of your course time, but you need to pass all the semesters to gain a degree.
For example, if some student had to undergo dual degree course in B.Tech plus M.Tech then it will take him exactly 5 years to complete the degrees and to be equivalent to a separate B.Tech and M.Tech degree holder.

There are two provisions, one is taking the courses in two different universities that have an understanding, that might be even in different countries. Some of the plans are France - Canada plan, etc. For undergraduates. The other one is a dual degree, where you study the mixture of two branches in the same institute. In the former one you are awarded two degrees and in later you are only awarded one degree. This may vary for every institution with the type of understanding that they have with each other.

First, it was possible and legal to do or pursue to Engineering streams at the same time from years 2013 but according to the new clarification made in the UGC acts is given below:
In January 2016, UGC ordered and said "does not endorse the idea of allowing students to pursue two degrees simultaneously." It's a very interesting topic, to say the least. Two engineering degrees at the same time! Phew!
These days, admissions to engineering are quite tightly controlled by AICTE as well different universities. Once you get admission, you will have to submit originals to the college which have the tendency not to return these till you pass out. In this situation how one takes admission in a second-degree course?

According to Indian education act-1959 you cannot pursue two degrees simultaneously, because it causes extra burden on students (according to law makers).
But after the recommendation of few universities UGC has now granted the permission for students to get enrolled in two degrees (in same or different universities).
But this law has been changed since 2013 permitting its full-n-functional use from 20142015 academic years.
