Can I pursue UG from Germany?
I have done class 12th and I have done 3 years of Diploma.

As mentioned by other experts, you are not eligible for Bachelors. Diplomas are not accepted in Germany so it's not about 15-year education here. Either you complete the first year of a Bachelor's degree here or check another country. I believe these points have been made already on your previous questions.
