Can I score 95 percent marks in B.Tech in CSE by only studying quantum? Is it sufficient to top my batch?

Please don't run after marks. Run after skills. 70% marks are sufficient in B.Tech. Rest is a bonus. Work on your skills. They are a must.

No, quantum is short term syllabus cover book, you cannot score the given percentage by quantum.
