Can I send a new/better SAT score to DASA after the application has been locked and submitted, but before the last date of score submission?

No, you cannot edit or update your score once it is locked and submitted. You can contact the administrator of the DASA and request the change stating your reason. Even then it may not be possible. But you can give it a try.

Updation of scores is not allowed after the application is submitted and locked.
