Can I start preparing for civil services as soon as I start 4 years in an engineering college? Can I give exams for the same to save time?

You are only eligible to appear for ivil Services Examination in the final year of engineering. It is good to start preparation for civil service examination but make sure that you do not spoil your academics of graduation degree.
