Can I still get admission in an engineering college to pursue the 2nd year of B.Tech in CSE through lateral entry?

You can always do that, but no admissions will be held in December.

Yes, you can get admission. But, you have to appear and qualifying the LEET exam, then you will get admission in 2nd year through lateral entry.
