Can I study abroad after finishing my Diploma in IT from MIT Pune?

Currently I am in second year of Diploma, I want study B.Tech abroad like Germany and Norway (Low Fees). But I am not sure that they accept students after Diploma. Didn't studied 11 and 12. Can someone please suggest me Universities or Colleges that accept students after Diploma with (Low Fees).. .

Yes you can study abroad after finishing your diploma.You can try for TU Berlin, however the screening process is quite complex at this university. You can also try for TU Frankfurt or Hamburg. If you don't qualify for their parameters they have refresher program where they allow you to take basic a
