Can I study abroad (in Canada) without appearing for IELTS?
I got 97% in class 12th.

Unfortunately no, you are from India, so you have to prove your English language proficiency and for that IELTS is must. You can try Russia or Poland, they will accept you but they are not so good for study and jobs.
