Yes, you can study undergraduate for free in Germany after 12th as the public universities in Germany do not charge any tuition fee. However, at the start of every academic year, you will be required to pay a semester fee ranging between EUR 150 - EUR 300 (INR 13.7 K - 27.5 K).
