Practically it's not possible to study in UK under INR 10 L. Even the tuition for the cheapest universities in UK start from 11,000 GBP.

You can apply for scholarships that may help to lower the tuition cost to be paid by you to below 10 lakhs. Universities in UK also offer 50-100% tuition fee wavers
