Can I submit my application in the University of British Columbia without having the transcripts and TOEFL score?

I am pursuing Bachelor's degree and haven't taken TOEFL exam. My transcripts are taking longer to come and I found that the deadline is on 31st of January.

Hi Mustafa, its better you email them and ask. Its a university related question and all such matters must be clarified directly from the university. Drop them an email, they will respond. If they are flexible they will allow you to submit the form but it won't be evaluated till you submit your transcripts and TOEFL score. Check if you can submit marksheets for now.
