Can I take a foreign language as a side subject while pursuing BA in English honors?
I have passed my 12th from CBSE board this year and interested in studying English + foreign language course.

You are on the right track. You are thinking to diversify your expertise and foreign language will give you extra edge over all others and give you more opportunities.
Language you may consider are:
Japanese
French
Spanish
German
Chinese
