No entrance would be conducted for B.Com by Jesus and Mary College. Only you have to fill the common form for the admission in Delhi University.

No, the admission process is fully based on the cut off released by DU for every particular course. Your class 12th marks matter to pursue B.com in DU. You can download the brochure of Delhi University, and you can also check out the last year cut off for different course on Delhi university website
