    Yes, you can take admission in B.com 2nd year in Chandigarh University, but there will be some policies that you have to follow before proceeding for migration process.
    Here are some policies of Chandigarh University for migration in undergraduate courses:
    There will be no migration in Postgraduate courses, because of the limited period of degree.
    In the case of undergraduate courses, migration will be restricted to the 3rd semester. After that, no migration will be allowed.
    Migration can be done only if the number of deficient courses are not more than 3 subjects.

    YES, you can get admission in Chandigarh University after doing 1st year from some other university but you need to follow some policies laid by this university. For Post graduate courses no migration is allowed but in case of under graduate courses migration will be restricted to the 3rd semester. No student will be migrated if he/she has a reappear in any subject of previous University from where he/she is migrated

    Yes, but only after 1st year not after 2nd year . That too is possible only if that other desired college is open to migration and yes CU has this option. You will have to be on your toes always to seek such kind of migration because there is a lot that goes around to make it possible. Also make sure that your academic profile for the first year is decent enough to appeal to them so that they do not hesitate to show faith in you. You can also take your concern to the college student union also. In some cases that might be helpful to you who knows. Best of Luck.
