Yes, you can apply through distance education:

Hi,
Eligibility: In-service Teacher candidates with a minimum of two years working experience in AP as on 30th June 2018 and having passed Bachelor’s Degree with a minimum of 50% marks from Andhra University or any other University recognized, as equivalent thereto can apply.
As you are doing job in Odisha, you can't apply.
