Yes, you can take but rather than doing on the distance basis. I will suggest you to go on regular basis as its a degree course.

Yes, you can take but before that please note that b.tech of distance learning has value = NULL. AICTE has cancelled B.Tch degree of of batch 2002 to 2008 of distance learning program. Technical education can't be done by sitting at home for you need hand on practice so just think twice before taking admission.
