Can I take admission in Diploma in electrical engineering? I have completed my class 12th arts stream with 55%.

Yes, you can do the Diploma of Electrical Engineering after completing 12th with 55% but you should contact the institute also whether they accept your 55% for the Diploma of Electrical Engineering or not. You can visit on this link to get eligibility details of the program.
