Yes, you can. For MSCMACS, the applicants must have completed their graduation in any discipline with a minimum of 50% marks from a recognized university to be eligible for the IGNOU M.Sc.

Yes, you can pursue M.S.c right after completion of your B.tech as the basic eligibility criteria says candidate should hold a bachelor's degree (commonly B.S.c) but B.tech will also be okay with a minimum aggregate of 50 percent marks at the level of graduation.
