Can I take admission in other college for the course B.Com 2nd year without continuing in the same college?

It depends on the University and its guidelines. Also, how many subjects you have failed in 1st year? Some universities do give admission into 2nd year if you failed not more than X no. Of subjects in first year, which you need to re-attempt along with the 2nd year exams. Best suggestion would be to contact the university admissions department.
