Can I take up BE in CSE? I had PCMB in the 2nd PUC and don't have any basic or much knowledge of computers as PCMC students have?

You are eligible to seek admission in B.Tech CSE and IT. You will not face any problems. Basics of computer fundamentals and computer programming languages will be covered in first year of engineering. If you put little extra effort, you will be able to match up with students who had CS as a subject

C is a procedural programming language. C+ is an Object Oriented Programming language. It will easy to learn C after C+ but vice versa is not true. You may start with C+.
