Can I transfer from a college of IPU (Delhi) to a foreign university in Canada/USA after 2 years?

Will the colleges of IPU allow transfer of credits/GPA to a foreign university? A law was passed by the UGC for doing so but is the process hard? Will they allow if I apply to transfer to IIIT- Hyderabad (for lateral entry programme - dual degree MS by research)?

The process is a little cumbersome but possible if the university you are applying accepts the subject taught in their credit system.
