You are supposed to spend a lot of money for it, because the college loses the money, if you quit from the college. It is better to complete all the 4 years in the same college than shifting. -

It is next to impossible to get transfer from one college to another that too controlled by different entities. These days, it is simply a question of finance. The college which you want to leave, only thinks of money, it is going to loose if you quit. It is better to complete the four year course in same college.
