Can I use my father's OBC certificate (as mine is not ready yet) to apply in a regular college for graduation?

No, your OBC certificate is must. For taking admission in this college, you need to have your own OBC certificate. If your father's certificate is made, your certificate will also be made easily. Go to your nearest SDM office and fill the form with all the documents.
