can ignou providing bsc IT ? i discontinued my btech IT 2nd year so now i want to do bsc It from ignou is it possible

Yes.
The IGNOU-NIIT is jointly offering Bachelor of Science in Information Technology (B.Sc.(IT) Degree in Software Engineering and Network Engineering.
So, You can approach NIIT centers and get registered for the degree programme accordingly.
Selection process: Counsellor conducts test and also

Ignou does not provide BSC IT.
It provides BSc in maths, chemistry etc http://www.ignou.ac.in/ignou/aboutignou/school/sos/programmes
And BCA http://www.ignou.ac.in/ignou/aboutignou/school/socis/programmes
