No, the Doodle for Google Scholarships are available only for the US citizens or the legal permanent residents of the USA. Students enrolled to a public or private elementary or school, or a home school in the USA, its territories, its freely associated states, Puerto Rico, Washington are also eligible for the Google Doodle Scholarships.
