Can my brother attend the APPOLYCET counselling on May 19, 2018?

APPOLYCET counselling started on May 17, 2018. According to my brother's rank, he had to attend it on May 18, 2018, but he missed it.

Once he missed he can't but you can wait sometimes authority calls again' for second third counseling if some seats are vacant.
