Can my brother change his college after completing the first year of B.Sc in IT?

He is pursuing B.Sc in IT from a college in Mumbai, but we are moving to Mangalore now.

College change or university change after first year is completely dependent on college and university norms. Some universities allow it and some don't. Plus, you need to have good scores in first year to apply for the same. For further details, contact the college authority.
