Can my friend pursue M.Tech abroad?
He completed B.Tech in ME in 2015 with 68 percent marks. He scored 6.5 band in IELTS.

Yes, your friend can pursue his higher studies abroad. Help him decide where to study firstly and then he must check the admission requirements which are different with every university and also programs.
