Can my sister get an IT seat in CVR College with a rank of 11300 in TS EAMCET (OC caste)?

Yes, your sister can get seat in CVR in IT branch, only if she waits for 2nd phase or 3rd phase (if any) allotment. It's far difficult to get IT in CVR in 1st phase allotment. She may easily get other branches EEE, Mechanical, in any phase of allotments.

She can get CSE, Civil Engineering, Mechanical Engineering, Electrical Engineering & ECE branch. Yes, she can get it branch too.
