Yes, he definitely can and he will also be eligible to join through lateral entry in B.Arch.

Lateral entry is an admission procedure for Diploma holders in related field. It is architecture in your course. In lateral entry, the student is given direct admission in 2nd year of the course. But he has to give some exams of 1st year and pass in them. This way, the course duration is only 3 year
