Can my younger brother get admission in NIT, Jalandhar or NIT, Bhopal?

My younger brother have got 156 marks in JEE Mains and 26010 rank (6100 through OBC NCL). He has scored 94% in class 12th from CBSE board. He has got NIT Agartala in the 2nd counselling.
