Can overseas candidates apply for admission to GEN-EWS, OBC-NCL, SC, and ST seats through NID DAT?

As per information given in the NID admission handbooks, overseas candidates cannot apply for admission to GEN-EWS, OBC-NCL, SC, and ST seats. Such candidates can't also apply for age-relaxation, scribe, etc.
Also, the fee structure for overseas category is different.
