Can resident students of Odisha be eligible for home state quota for NIT-Rourkela? Can I also be applicable for the other state category?

Hi, Yes, indeed, you can seek admission in NIT Rourkela under home state as well as on All India basis also. However, remember the state from which you passed your 12th is deemed to be your home state. It's not based on domicile.
