Can someone get a placement in a bank as a risk analyst after doing electrical engineering from a college?

For a risk analyst role, an MBA/PGDM from a top college is necessary. There are global banks who come for such roles and also give good pay. And, your Bachelors degree of electrical engineering won't matter in getting that coveted role.
