  • The State PCS Officers can be promoted to the IAS subject to certain conditions laid down by UPSC. Every year, out of the total vacancies of IAS (in a state), 33% is filled through the promotion. The minimum years of service is 12 years. Only after completing this much years in service, the candidate become eligible for such promotion. The UPSC will form a Committee for the promotion in the Chairmanship of UPSC member. States Chief Secretary will also be the member of that Committee.
