Can students who are not qualified for Mains register for JoSAA counseling?

My JEE score is 38 percentile. I have completed my 10th from ICSE board and secured 85% and 12th from Madhya Pradesh board. Results are not announced yet.

Yes, you can apply for JoSAA counselling. It doesn't matter whether you crossed the cutoff or not. Cut-off is just for advance selection.
