    Hello Nishar Ahmed, cutoffs or normally announced by an institution so that there is no unnecessary crowding at the counselling stage and only probable candidates are called for counselling. It is also pertinent to know that this figure of cutoff keeps changing from year to year for different branches of engineering depending on the perception of students as to which branch is the current one. However the answer to your query would be that the students normally would not get admission who have less than cutoffs in that particular route of admission.
