Is the portion I. e the topics in CAT and CET same?

CAT & CET are totally different. Former requires thorough knowledge of the subject and reasoning qsn asked here are quite challenging. So, you better prefer the books which are for CAT rather using CET material.

No, it cannot be used. CAT exam is totally different in standards. However, you can practice questions if you like but do not expect the same standard of questions in the exam.
