Can tourism management be done after B.Sc in HM? If yes, will it be considered as a PG course or just another graduation?

Currently, I am doing graduation in B.Sc in Hotel management and I am planning to study further in this field only (tourism management). Can this be an option? Which is the best country for the same with a suitable fee structure?
